I would say there is no 'best ranger elite', there's more then 1 imho.

B/P groups: barrage is king, albeit a bit funny that rangers are used to crank out raw damage.
Oter pve: BHA definitely
AB/GvG: cripshot, I sometimes take burning in AB when we need more damage
Arena battles: Magebane or burning arrow

Sometimmes prepared shot is nice for concussion shot spam, but better know what you're doing
then because when your expensive interrupt gets blocked you're f*cked. I do use it on tiger's fury
heroes together with a necro spamming barbs/MoP.
